Exclusion zones set for Victoria Harbour Promenade in Docklands on New Year’s Eve

Docklands residents and visitors are being advised to expect significant access restrictions along Victoria Harbour Promenade on New Year’s Eve, after safety assessments identified potential deterioration in piles supporting parts of the wharf.

With more than 80,000 people expected to descend on Docklands for Melbourne’s biggest night of the year, the City of Melbourne and Development Victoria have taken what they describe as a “difficult but necessary” precaution to keep crowds safe.

A City of Melbourne spokesperson said that while New Year’s Eve was the city’s most anticipated community celebration, safety had to remain the top priority.

“Together with Development Victoria, we’ve made the difficult but necessary decision to restrict general access to the Victoria Harbour part of the wharf to the public on New Year’s Eve as a precaution,” the spokesperson said. “With more than 80,000 revellers expected to flock to Docklands, safety must remain our top priority.”

The restrictions mean that general public access to Victoria Harbour Promenade will be closed, with entry only permitted to those holding pre-purchased tickets to venues and commercial boats operating along the waterfront.

Ticketholders, businesses and private or commercial boat operators will be able to access the area via Enterprize Way, with street marshals on site to help direct people on the night.

The safety measures follow preliminary investigations which identified signs of potential deterioration in some of the piles that support the waterfront structure. While no immediate danger has been detected, authorities say limiting crowd load on the wharf during one of the busiest nights of the year is a prudent step.

The move echoes similar concerns raised on the NewQuay Promenade side of Victoria Harbour last year, where aging piles prompted partial access restrictions and planned repair works.

Although NewQuay remained open to pedestrians, cyclists and businesses, vehicle access was limited while safety assessments were carried out. The issue prompted community questions about how waterfront infrastructure is managed amid major events, including the 2024 Melbourne Boat Show.

In Docklands, the City of Melbourne says the New Year’s Eve exclusion zone is temporary and based solely on precautionary safety advice.

“There’s no better time than New Year’s Eve in Melbourne – it’s our biggest community celebration – however safety has and always will remain our top priority,” the spokesperson said.
